Sequence

Move in order. Each phase owns a different decision.

Phase 1 Recruitment and pre-hire

Internal decision-making, suitability checks, and commencement approval all happen before a worker receives an onboarding link.

Shortlisting, interview, reference, pre-hire
Phase 2 Remote pre-commencement pack

The worker completes employment documents, acknowledgements, and the final secure HR pack before Day 1.

Phase 3 Induction and independent work gate

OCC closes the lifecycle through review, right-to-work verification, orientation, countersignature, supervision planning, and filing.

Orientation, sign-off, filing, staff portal release
Operational rule: a completed worker pack is not the same as a completed onboarding lifecycle. Orientation closure, Director sign-off, and filing still need to be completed before independent practice or final staff portal release.
